The hacker changed my email and password awhile ago, before the update so you can see the email. I've spent money, and I have credit history of being on the account, but I don't know how to get it back. I know the person, but they won't. If you need their contact information, I have it. If you are able to see the email address associated with the account, I will assume that this means you still have access to it. If that is the case, change the email address and then reset the account's password. If you're unsure of how to do this, we have detailed instructions here.

If you meant to say that you cannot see the email address associated with the account, try the older method of finding the email address detailed in this tutorial: How to: Find Your Email Address

If you are still unable to regain ownership of the account (or you can't access it at all), and you have proof of ownership, you could try taking the matter to WeeWorld directly. Please note that they will be unlikely to restore access to the account, and will most-likely close it, if they take any action whatsoever. This is to prevent users from falsely claiming ownership of an account.

However, if you have legitimate proof, they may make an exception.
